Seems fine.
Works well. Replaced an old heat exchanger that plugged as result of having a new well drilled and connected. (A lot of rust went through in the process, plugging the old heat exchanger). Only problem was that the new heat exchanger is an inch longer -- meaning 2 of the 4 joints had to be resoldered. Now its in place, working well.

Is this unit rated for domestic water supply?

It does not have an approval for potable water use, however since it's main components are 316L stainless steel (plates) and 99%+ pure copper (used for brazing), it meets the potable water requirements.

Can we control the out temperature ? For example, i want to heat vegetable oil to 55-60°C using this heat exchanger as an inline heater.

You would need to limit either the flow of the oil or the hot water (for example, with a gate valve) and install temperature gauge for oil to monitor its' outlet temperature.
